Abstract A growing body of research emphasizes the importance institutions for megaproject performance. Extant studies focus on understanding characteristics favourable institutional environments and governance structures that projects can adopt to navigate both unfavourable environments. This paper contributes this by foregrounding link between megaprojects changes in within which they are embedded. Building a case study Thames Tideway Tunnel—the UK’s largest water sewerage infrastructure project since privatization industry 1989—the presents two distinct ways interact with formal institutions: compliance change. more holistic latter is essential because reconfigure production consumption patterns benefit some detriment others.
